                                                      . MSPOA Board of Directors Responsibilities

Chairman of the Board of Trustees (President)
  • Preside at all Meetings using Robert’s Rules of Order
  • Appoint Committees as required
  • Sign checks
  • At annual meeting report to the membership on the financial position, achievements and other activities during the preceding year.
  • Prepare annual letter including proposed budget for the coming year.
  • Non-voting role, except when there is a tie vote.
Vice Chairman (Vice President)
  • Assume the duties of the Chairman when he or she is absent or incapable of performing duties.
  • Sign checks.
Secretary
  • Keep accurate records.
  • Take minutes of previous membership and board meetings.
  • Keeps record of all dues paying MSPOA Members, New Members and Tenant Members.
  • Handle all correspondence and notices as approved by motion of the membership at a regular or special meeting.
  • Prepares agenda for meetings.
  • Provides board of trustees with copy of meeting minutes.
  • Keep a separate list of all motions and park rule changes.
  • Completes calendar of events for upcoming year.
  • Maintains MSPOA Telephone Directory.
  • Provides MSPOA New Member Folders.
  • Sign checks.
Treasurer
  • Receive all monies.
  • Deposit all money in the bank.
  • Submits bills to bookkeeper for payment.
  • Checks must be signed by the treasurer and by one of the following, Chairman of Board, Vice President and/or Secretary.
  • Make and present Financial Reports at all regular meetings.
  • Complete Annual Financial Report and review with Financial Review Committee.
  • Pays Corporate filing fees.
  • Pays Shellfish Lease.
  • Orders MSPOA decals and visitor passes for upcoming year.
All other MSPOA Board of Director Members
  • Report at Board of Directors Meetings and Membership Meetings on their assigned MSPOA Committee. (See MSPOA Board of Directors Committees)
  • Provide New Neighbors with MSPOA information regarding membership.
  • Provide and review New Member Folder with new MSPOA Members.
  • Assist with meeting set up and clean up.
Past Presidents
  • The two past presidents will also serve on the board of directors and have voting memberships.  Their role is to provide MSPOA history regarding MSPOA Charter, Articles of Incorporation, MSPOA By-laws and past issues. 
( A friendly reminder – just because you are serving on the board of directors does not mean you are expected to do all of the actual work of maintaining the parks – if there are not enough volunteers to do the work – then the board has the option to hire someone to complete the work.  Any non-budgeted repairs in the excess of $1000.00 require approval of the membership, unless it is of an emergency nature.  Projects of an emergency nature are limited to $2,000.00 and require Executive Board Majority approval)

 
February Board of Directors Meeting
  • New Board members assume committees assignments
  • Insurance review
  • Forward all dues payments to MSPOA Treasurer with completed invoices
October Board of Directors Meeting
  • President appoints Nominating Committee
  • Proposed by-law changes due in writing by members.
  • Proposed by-law changes read at October Membership Meeting
December Membership Meeting
  • Slate of Nominees for next year’s Board read to membership.
January Board of Directors Meeting
  • Budget for next year
  • Financial Audit Review Date
  • Order decals and visitor passes (takes about 2 weeks)
  • Prepare new invoice for member dues
  • Prepare new Directory
  • Prepare Ballots
January Membership Meeting
  • Budget approval
  • Proposed by-law changes
  • Vote for new Board of Directors
 New MSPOA Members
All MSPOA Members must be property owners within Melbourne Shores.  (Ownership can be verified by going to www.brevardpropertyappraiser.com/asp/find_property.asp).

All New MSPOA Members are to receive a new member folder which includes

  1. MSPOA Charter
  2. MSPOA First Amendment to Articles of Incorporation
  3. MSPOA By-laws
  4. MSPOA Park Rules
  5. MSPOA Telephone Directory
  6. Two Current MSPOA Decals
  7. Two MSPOA Visitor Passes
The MSPOA Board Member will then complete the bottom portion of the MSPOA Membership Application Form and deliver it to the MSPOA Treasurer along with new member payment (initial Membership Fee plus the Annual Dues).

The Treasurer will then process the payment and forward the New Member Application to the Secretary who will add new member name to telephone directory spreadsheet and secretaries running list of Members spreadsheet.  The New Member Application is then scanned into the MSPOA member file.

The new member will then be placed on the agenda for the next business meeting to be voted into the association.  The new member is also added to MSPOA email list and welcomed in the next edition of the Shorelines.
